A Dakota County man is facing serious criminal charges after prosecutors say he went on a violent, substance-fueled rampage through multiple local businesses. During the June 17, 2026 incident, 36-year-old Johnathon Ray Vinge of Stacy, Minnesota, allegedly threatened to become a killer, stated he wanted to murder his father, terrified employees and customers, and violently fought off arresting officers.

According to the criminal complaint filed in Dakota County District Court, Vinge has been charged with felony Threats of Violence (Intent to Terrorize) and gross misdemeanor Obstructing Legal Process by Force.

A Trail of Chaos Across Rosemount

The disturbance began when Rosemount police responded to multiple emergency calls from restaurants and a gas station reporting Vinge’s increasingly erratic behavior. Dispatchers on a 911 call from the gas station overheard Vinge telling bystanders, “Hope the police get here soon before I become a killer.”

Witnesses reported that Vinge was riding his bicycle in circles outside before entering the store and declaring, “I’m taking over.” After his credit card was declined for a cigarette purchase, Vinge grew aggressive, repeatedly reaching toward his waistband and pockets while uttering threats that left employees visibly shaken.

Suspect Admits to Methamphetamine Use

Upon arrival, officers noted that Vinge showed clear signs of being under the influence of alcohol and methamphetamine—a drug Vinge later admitted to using. His behavior escalated rapidly as he began pacing, shouting nonsensical claims about being “the second coming,” and declaring his desire to kill his father.

A Violent Struggle During Arrest

When officers attempted to take Vinge into custody, he became violently combative. Prosecutors allege he repeatedly rammed his head into the ground and the squad car while threatening to murder the officers and making explicit sexual comments directed at them and their families.

To prevent self-injury, police secured Vinge in a WRAP restraint system and fitted him with a padded protective helmet. Paramedics were unable to medically evaluate him due to his ongoing aggression. During the struggle, Vinge also spit at an officer and continued spitting into a spit hood. After chemical sedatives failed to calm him, he was hospitalized before being booked into the Dakota County Jail.

Prior Incidents Uncovered

Subsequent investigations revealed that Vinge’s disruptive behavior began long before police were called:

  • First Restaurant: Employees reported Vinge had been harassing staff and making inappropriate sexual remarks to a 16-year-old worker. He only left after a heated confrontation.

  • Second Restaurant: Vinge, who was previously banned from the establishment, attempted to start a fight with a patron after being denied service. He stole the customer’s bracelet, which police later recovered from his person.

Legal Charges and Release Conditions

In addition to the primary charges of felony Threats of Violence and gross misdemeanor Obstructing Legal Process, jail records indicate Vinge faces probable cause charges for Fourth-Degree Assault of a Peace Officer, Disorderly Conduct, and Trespassing.

The court has set his bail at $80,000 without conditions, or release under strict terms, including:

  • Complete bans from the three involved Rosemount businesses.

  • Total prohibition of alcohol, non-prescribed drugs, and firearms (subject to random testing).

  • A mandatory direct “bed-to-bed” transfer to a treatment facility if released.

  • Compliance with a Rule 20 mental competency evaluation.

Vinge remains in custody at the Dakota County Jail. His next court appearance is scheduled for August 6, 2026, at the Dakota County District Court in Hastings.
